dbghelp/dwarf: Add support for local variables with constant values

Dwarf supports local variables with constant values. To support local variables with constant values, we need to make a few changes. First, remove the unused argument from the CreateDC driver entry point. Second, make use of native memory allocators when creating a Unix-style shared-library. Third, use the pthread mutex instead of gdi_section.

dbghelp/dwarf/add: Fix failing test for oleaut32 invariants. Removing the unnecessary cast in ID3D10EffectPass. Removing the start_dispatch_thread() declaration. Then, fix the code that fails to release the technique name on Optimize(). Lastly, fix the indexing in GetOutputSignatureElementDesc().

One way to avoid wide string literals in ntgDI functions is to make the code more concise. Instead of passing a single-word string to ntgDI functions, you can pass a charset or a range of charsets. For example, instead of calling dbghelp, it should call dbghelp().

Another way to avoid wide string literals in ntGDI functions in witcher 3 hook matches count check error is to use uXXXX notation. By using this notation, you are ensuring that the compiler will always interpret Unicode characters correctly.
